How home insurance works in Poland

Polish home insurance is split into two distinct products, unlike France's MRH bundle or NZ's integrated structure:

  • Ubezpieczenie nieruchomości (building insurance) — covers the physical structure: walls, roof, fixed fittings, outbuildings. Required by banks for mortgage holders. Insures to rebuild value, not market value.
  • Ubezpieczenie mienia ruchomego / zawartości (contents insurance) — covers personal property inside the home: furniture, electronics, clothing, valuables. Always optional but highly recommended.

Both are sold separately but packaged together by most insurers. The combined premium for an average Polish house is PLN 600–1,200 per year, depending on voivodeship, construction, and coverage extent.

The 2024 Lower Silesia floods

In September 2024, Cyclone Boris delivered extreme rainfall to southern Poland, causing the Odra, Nysa Kłodzka, and Biała Lądecka rivers to overflow dramatically. Towns including Kłodzko, Lądek-Zdrój, and Głuchołazy suffered catastrophic flooding. Wrocław's outer suburbs were also affected.

This was the most significant flooding in Poland since the 1997 "millennium flood" (powódź tysiąclecia). Total estimated insured losses exceeded PLN 3 billion. A tragic discovery for many homeowners: their standard policies did not include a flood endorsement (klauzula od powodzi). Flood cover must be explicitly added — it is not included in the base policy with most Polish insurers.

Following the 2024 floods, several insurers have restricted flood endorsement availability in affected voivodeships and raised endorsement premiums significantly for Lower Silesia, Opole, and parts of Subcarpathia.

Flood risk by region

Lower Silesia (Dolnośląskie) — highest risk
The Sudeten river system (Odra, Nysa Kłodzka, Bóbr) drains steep mountain terrain — heavy rainfall quickly becomes dangerous flooding downstream. Kłodzko Valley is particularly vulnerable. The 1997 and 2024 floods both severely impacted this region.
Opole (Opolskie)
Opole city and the Odra valley face direct river flooding risk. The 1997 flood largely destroyed parts of Opole city; significant investment in flood barriers has improved but not eliminated the risk. September 2024 again caused major damage in smaller towns along the Mała Panew and Odra tributaries.
Subcarpathia (Podkarpackie) — Wisłok, San rivers
The Bieszczady and Beskid mountains generate rapid runoff during heavy rain events. The San and Wisłok rivers carry significant flood risk to Rzeszów, Krosno and downstream towns. Flash flooding (powódź błyskawiczna) in mountain valleys is also a concern.
Warsaw and the Mazovian plain (Mazowieckie)
The Wisła through Warsaw is managed by extensive embankment infrastructure. While catastrophic Wisła flooding in Warsaw is low probability, groundwater flooding (podtopienia) and overloaded stormwater systems cause regular localised property damage in lower-lying Warsaw suburbs.

Mining subsidence in Silesia

In the Silesian voivodeship, some properties sit above active or former coal mining areas. Underground mining causes ground movement (szkody górnicze) that can crack foundations, walls and cause structural damage. Standard home insurance policies explicitly exclude mining subsidence — liability lies with the mining company or the State Treasury (Skarb Państwa) under the Mining and Geological Law. Before buying in Silesia, check whether the plot is in a mining impact zone (teren górniczy) via EPUS (Ewidencja Terenów Górniczych).

What sum insured should I choose for my building?
Your building sum insured should reflect the full rebuild cost (koszt odbudowy) from scratch — demolition, materials, labour, architect fees — not the market value. Polish build costs rose approximately 40–50% between 2021 and 2023 due to construction inflation. As a rough guide for 2024: PLN 3,500–5,500/m² for standard residential construction depending on region and standard. Review your sum insured annually to avoid underinsurance (niedoubezpieczenie).
What does the wspólnota mieszkaniowa (housing community) cover?
The housing community (wspólnota) or housing cooperative (spółdzielnia) is required to insure the common parts of the building (structure, roof, shared areas). Your individual policy covers your unit's improvements above the basic standard (nakłady), your personal contents, and liability to third parties. Always obtain a copy of the wspólnota's policy schedule to understand exactly what is already covered and where your policy should begin.
Can I insure a property in a designated flood zone (obszar zagrożenia powodziowego)?
It is increasingly difficult but not impossible. Some insurers have withdrawn flood endorsements entirely for properties in official flood hazard zones (as mapped by RZGW / Wody Polskie). Others offer reduced limits or significantly higher premiums. If you are purchasing a property in a flood zone, check insurance availability before completing the purchase — an uninsurable property in a flood zone is a significant financial risk.
