How car insurance works in Brazil

Brazil's mandatory vehicle insurance system — historically called DPVAT (Danos Pessoais por Veículos Automotores de Via Terrestre) — covers bodily injury to accident victims regardless of fault. DPVAT was suspended by the Bolsonaro government in January 2020 and restarted as SPVAT (Seguro Obrigatório para Proteção de Vítimas de Acidentes de Trânsito) in 2023–2024, collected alongside annual IPVA. SPVAT covers only bodily injury to road accident victims — it does not cover the policyholder's own vehicle or property damage. The voluntary seguro auto (casco) is the main product for own-vehicle protection.

The optional seguro auto (also called casco) covers your own vehicle: theft, fire, collision, third-party property damage (RC), and often glass, electrical damage, and roadside assistance. Brazilian insurers price casco premiums primarily based on: vehicle Tabela FIPE value (market reference price), vehicle model theft risk index, driver age and bonus class, and geographic location.

The theft crisis — São Paulo and beyond

Brazil has one of the world's highest rates of vehicle theft (roubo) and robbery (furto qualificado). The RMSP (Região Metropolitana de São Paulo) alone accounts for a massive share of national theft statistics. Carjacking with weapons is a documented risk in major urban areas. This is the primary reason São Paulo car insurance premiums are 2–3× higher than in lower-risk cities such as Florianópolis or the interior of São Paulo state.

Insurance companies assign each vehicle model a theft risk index based on actual claims data. High-theft models (many popular SUVs, pickups and high-spec sedans) carry higher premiums even when comparing similar FIPE values.
