How home insurance works in Romania — the PAD system
Romania has a unique two-layer home insurance structure similar to New Zealand's EQC. The first layer is PAD (Polița de Asigurare împotriva Dezastrelor) — mandatory catastrophe insurance managed by PAID (Pool-ul de Asigurare împotriva Dezastrelor Naturale), established by Law 260/2008. PAD is compulsory for all residential buildings.
PAD covers earthquake, flood and landslide damage up to a cap:
- Zone A (high seismic risk): premium ~100 RON/year, coverage cap 100,000 RON (~20,000 EUR)
- Zone B (moderate seismic risk): premium ~50 RON/year, coverage cap 50,000 RON (~10,000 EUR)
PAD is collected by private insurers alongside optional private policies. Private insurance tops up above the PAD cap and covers non-disaster perils (fire, theft, burst pipes, storm).
Romania's earthquake risk — the Vrancea zone
Romania has one of the highest urban earthquake risks in Europe. The Vrancea seismic zone in eastern Romania generates deep-focus earthquakes that radiate across the country. Bucharest, located ~150 km from Vrancea, is particularly vulnerable due to its soil conditions (soft alluvial deposits that amplify seismic waves) and large stock of pre-1978 buildings.
The 1977 Vrancea earthquake (magnitude 7.4) killed 1,578 people, injured over 11,000, and destroyed thousands of buildings in Bucharest. Many of the most damaged buildings were 7–10 storey apartment blocks built in the 1960s–70s without modern seismic codes.
Seismologists estimate that a magnitude 7.0+ Vrancea earthquake is likely within the coming decades. Bucharest has over 350 buildings formally identified as seismic risk class I or II (the "puncte roșii" — red dots marked on building facades). These buildings have not been structurally strengthened and represent the highest risk stock.

Review annually to avoid underinsurance (subasigurare).
- Can I insure a building with a punctul roșu rating?
- Some insurers decline to write new policies for buildings formally rated seismic risk class I (the highest risk category).
