How does car insurance work in Russia?

Russian car insurance has two distinct layers. OSAGO (ОСАГО — Обязательное Страхование АвтоГражданской Ответственности) is compulsory for every registered vehicle and covers liability to third parties. KASKO (КАСКО) is voluntary and covers your own vehicle against theft, collision damage, and other perils.

OSAGO premiums are regulated by the Bank of Russia: each insurer sets a base rate within a government-defined tariff corridor, then multiplies it by a series of statutory coefficients. The calculator above replicates that logic — enter your region, KBM class, driver profile, and engine power to see how the factors stack up.

The KBM bonus-malus system

The KBM (КБМ — Коэффициент Бонус-Малус) is Russia's national no-claims discount system, centrally stored in the RSA database. Every driver starts at class 3 (KBM = 1.00). The mechanics:

  • Claim-free year: moves you up one class; KBM falls. After 10+ clean years at class 13, you reach KBM 0.46 — a 54% discount on the base rate.
  • At-fault claim: drops you back several classes; KBM rises sharply. Class M (KBM 2.45) applies after multiple claims in one year.
  • KBM follows the driver, not the car. Switching insurers does not reset your class — the new insurer reads it from the RSA database using your driving licence number.

OSAGO coefficient breakdown

  • КТ — territorial coefficient. Moscow has the highest loading (dense traffic, high claim frequency). Rural areas are significantly cheaper. The difference between Moscow and a rural area can be 3× or more.
  • КВС — age and experience coefficient. Young drivers under 22 with less than 3 years of experience pay nearly twice the base rate. The loading drops sharply after age 25 with 3+ years licensed. For policies covering multiple named drivers, the worst КВС among all listed drivers applies.
  • КМ — engine power coefficient. Set by the Bank of Russia: up to 50 hp ×0.60; 51–70 hp ×1.00; 71–100 hp ×1.00; 101–120 hp ×1.20; 121–150 hp ×1.40; over 150 hp ×1.60. Vehicles over 150 hp cost roughly 2.7× more than sub-50 hp cars (all else equal).
  • КО — named vs. unlimited drivers. Naming specific drivers keeps the premium lower. An open policy (any driver permitted) applies a ×1.94 loading.
  • КС — seasonal use. If you only use the vehicle in summer, you can insure it for 3–7 months at a proportionally reduced premium and reinstate it the following season.
  • КН — violations coefficient. Applied when the insured or a named driver has specific serious violations on record (false statements to the insurer, fleeing the scene, DUI at time of claim). Not modelled here.

OSAGO vs. KASKO — the key differences

OSAGO (mandatory)
Covers damage you cause to other vehicles, property, and injured parties up to statutory limits (currently 400,000 RUB for property damage, 500,000 RUB for bodily injury). Driving without a valid OSAGO policy is illegal and results in an administrative fine. If you cause an accident and your OSAGO does not cover the full cost, you are personally liable for the excess.
KASKO (voluntary)
Covers your own vehicle against collision (regardless of fault), theft, fire, natural disasters, vandalism, and glass damage. KASKO rates are set freely by insurers and typically range from 3–8% of the vehicle's insured value per year. For a new compact worth ₽2 million, that is ₽60,000–₽160,000/year — significantly more than OSAGO. KASKO does not replace OSAGO; you need both.
Mini-KASKO
A cheaper intermediate product offered by many Russian insurers. Typically covers theft and total loss only (not partial collision damage). Usually costs 40–60% of full KASKO. Suitable for drivers with a good KBM who want theft protection without paying for full comprehensive.

Yes. The КС coefficient allows you to insure seasonally — 3, 5, 6, or 7 months at a proportionally lower cost. The KBM class is preserved between seasons. Useful for vehicles that are garaged in winter.
Is OSAGO compulsory for all vehicles?
Yes — every motor vehicle registered in Russia must have a valid OSAGO policy at all times it is operated on public roads. Trailers pulled by insured vehicles share the towing vehicle's OSAGO without a separate policy.
