How car insurance works in Portugal
Portuguese car insurance is regulated by the ASF (Autoridade de Supervisão de Seguros e Fundos de Pensões). The seguro de responsabilidade civil automóvel (RC) is compulsory for all registered vehicles under DL 291/2007. It covers third-party bodily injury and property damage. The Fundo de Garantia Automóvel (FGA) compensates victims of uninsured or unidentified vehicles.
Contra todos os riscos (CAR — comprehensive) is the optional policy covering your own vehicle: collision, theft, fire, glass, weather. Most Portuguese insurers also offer an intermediate terceiros alargado (extended third-party) covering fire, theft and lightning on own vehicle at significantly lower cost than full CAR.
Engine size (cilindrada) and power (potência) are key pricing factors in Portugal: a vehicle above 2000 cc or over 180 hp can attract 40–60% higher premiums than an equivalent city car. Insurers typically use cc bands (up to 1000 cc, 1001–1600 cc, 1601–2000 cc, over 2000 cc) combined with the vehicle's market value to calculate the base premium. Electric and plug-in hybrid vehicles carry a modest surcharge due to higher repair costs for high-voltage components.
The Portuguese bonus system
Portugal uses an insurer-defined bonus system similar to Spain. Each claim-free year earns a discount, with most insurers offering maximum discounts of 45–55% after 10+ years. An at-fault claim forfeits bonus years. The bonus history is transferable between insurers via the declaração de sinistralidade (claims history certificate) from the previous insurer.
