Interior / fire-risk zone: Portugal experiences devastating wildfires (incêndios florestais) every summer — the 2017 Pedrógão Grande fire killed 66 people and the 2020 fires consumed record areas. Wildfire endorsements are strongly recommended for properties in rural interior zones. Standard policies cover fire damage from building fires but may limit wildfire coverage.

Home insurance in Portugal — seguro multirriscos habitação

Portugal does not mandate home insurance in general, but fire insurance (seguro de incêndio) is legally required when you have a mortgage (crédito habitação) under DL 349/86 and subsequent banking regulations. Most lenders require a comprehensive seguro multirriscos habitação policy covering building and contents, not just the basic fire policy. A standalone fire-only policy is insufficient for most mortgages.

A seguro multirriscos (multi-risk) policy is the standard Portuguese home insurance product. It covers the building structure (cobertura do edifício), contents (recheio), civil liability (responsabilidade civil) and typically includes fire, water damage, glass breakage and personal liability. Earthquake, wildfire and flood are commonly available as add-ons or may be excluded entirely from base policies.

Portugal's wildfire risk — the Pedrógão Grande tragedy

Portugal's interior regions face severe wildfire (incêndio florestal) risk every summer. The 2017 Pedrógão Grande fire in the Leiria district killed 66 people and destroyed hundreds of homes — the deadliest wildfire in Portuguese history at that time. A second wave of fires in October 2017 killed a further 45. The 2020 wildfire season burned record areas across the Centro and Alentejo regions.

Standard home policies often cover “fire” arising from building fires but may exclude or sublimit wildfire damage from incêndios florestais. If your property is in an interior, forested, or rural-urban interface zone (Centro, Alentejo, Beira Interior, Trás-os-Montes), request explicit wildfire endorsement coverage and check the policy exclusions carefully.

Lisbon's earthquake history and seismic risk

The 1755 Lisbon earthquake (estimated M8.5–9) and subsequent tsunami destroyed most of the city and killed tens of thousands. Metropolitan Lisbon and the Alentejo coast remain in a moderate-to-high seismic zone. Standard Portuguese home policies generally do not cover earthquake damage — a separate earthquake endorsement (cobertura sísmica) must be added explicitly. Given Lisbon's dense urban property stock, much of which was built before modern seismic standards, earthquake cover deserves serious consideration for Lisboa and Setúbal district properties.

Frequently asked questions

Is this calculator free?
Yes — completely free, no account needed. Nothing you enter is saved.
Is home insurance mandatory in Portugal?
General home insurance is not legally mandatory, but fire insurance (seguro de incêndio) is required by law when you have a mortgage (crédito habitação). In practice, most lenders require a full seguro multirriscos policy. Condominium buildings typically have mandatory insurance for shared areas, but this does not cover individual apartment contents or structural damage inside each unit.
Does Portuguese home insurance cover earthquake damage?
Standard seguro multirriscos policies in Portugal generally exclude seismic events. You must add an explicit cobertura sísmica (earthquake endorsement) — ask your insurer or broker specifically. Given Lisbon's M8.5+ historical earthquake in 1755 and Portugal's position near the Azores-Gibraltar tectonic plate boundary, earthquake risk is real for properties in metropolitan Lisboa and the Alentejo coast.
Does Portuguese home insurance cover wildfires?
It depends on the specific policy. Standard "fire" coverage may apply to wildfires in some policies but not all. In interior and rural zones at high wildfire risk, explicitly verify that incêndios florestais are covered and consider adding a wildfire endorsement. The 2017 Pedrógão Grande fire prompted some insurers to tighten exclusion language for properties in forested interface zones.
